About the #23 car: 
Marco Greco's car originally had the #7 
(as a replacement for Eliseo Salazar which is 
also included in this set). 

I didn't want to leave a blank car so I gave Greco
the #23 as it is done in a 96 carset that is the
base to this one here.

In fact there were never more than 29 drivers in any race.
